When it says 11 people online ,does that just include the people in the game or does it count the people that are browsing too . But then I wonder does it count guests ?

it says there are 9 members online at the mo so guess it don't count guests

It tells you the number of members online so you answered your own question

If it says 11 members online it means users (members who logged in), not including guests or members browsing.
